I found out the it's not just doing an UPDATE NOCONFIG when loading a FACTORY PRELOADED TAPE,  you also have to do:

1) reboot
2) RUN HPINSTALL.INSTALL;INFO="RECOVERY" to restore missing files after the update.
3) reboot again.
