It was indeed a disappointment that a Republican administration is not
cutting government spending.

Once a government program is created, there exist beneficiaries to that
program.  The less capable these people are of making a living without
the government program, the greater is their enthusiasm for the program.
The greater theior enthusiasm for the program, the stronger their tendency
to vote for a living.

So, not matter which party a person is, they have to be elected to enact
any spending decisions.
