How much of this are you willing to do yourself vs. how much do you plan to
purchase? I've done something very similar to what you describe and it was
done entirely without purchasing anything new. I started with a Cobol CGI
example posted by Lars Appel at
http://jazz.external.hp.com/papers/lang/cobcgi.htm and used the Apache web
server. I must add that it was a lot of work but well worth it.
