I read an extremely interesting article about this the other day in one of the
"trade rags".  What the author suggested was that instead of breaking up M$, they
be forced to document every API, and publish that documentation.  Every instance of
an undocumented API would carry an immediate penalty of say $50 million.  Enough to
really get M$ attention (I won't argue the required amount).

The author further speculated that time to find the undocumented APIs could be measured in
minutes with all the geeks looking to make a name for themselves.
This certainly would serve to level the field somewhat since others would be able to
devote creative energy to making a better mouse trap.

Interesting thought.
