Again to the best of my quite limited knowledge:

 From HP: the discount on development systems (including a wide array of
development tools) available through the HP Computing Solutions Provider
Program (CSPP) http://www.hppartners.com

Used systems: Although I don't see any on eBay at the moment, I think I've
seen 918 systems listed there and on other venues (including this one) for
less than US$1000.00 (presumably including an MPE license (but probably
without many of the benefits bundled into the CSPP program).
