I think this would be great as a community effort.  I'd be willing
to contribute to the JDK-specific parts, if others can step
forward to help in areas such as JDBC, servlets, etc.

I'd also be willing to handle getting the document up on Jazz,
if that's where we'd like to have it hosted.
