Not with a gun, or a bomb. This is the distinction between crime and
war. The former must be dealt with by due process or the social
conventions that support peaceful resolution of conflicting desires
are undermined. You can see what results when this happens by
surveying the histories of any number of current African countries, or
European ones for that matter.
A war has objectives, can have a victor, and regardless of victory
eventually ends. Criminals like OBL do not want peace and they will
never accept any settlement, they just want to kill. That is the
difference.
