The only way to allow commands to users not logged on is to allow them
globally.  This is true on all earlier versions of MPE as well.

On version 7.0 on our N-Class, we have a line
in our SYSSTART file as follows:

ALLOW MANAGER.SYS;COMMANDS=ALLOW

when this executes, there is an error, and since
I'm doing this from memory it's not exact but it
complains something like the following:

USER NOT LOGGED ON

and it therefore doesn't issue the allow command.

It never does this on my 989 or 9x7 boxes on 6.5

I can allow users not yet logged on the ability to
use the allow command.

Does anyone know if this is a change in the OS
version?
