Larry,

I'm thinking the problem is that you're using the same name for your
parameter and variable.  I think they're treated differently.  What I do is
the following:
      Parm InParm1="something,InParm2="somethingelse"
      Setvar Parm1 "!InParm1"
      Setvar Parm2 "!InParm2"
