No - you can have any DNS server provide DNS services for the domain.
Normally, the ISP can provide this for you.

We have an HP3000 and an NT server providing DNS services here -- the 3000
is primary, the NT box is secondary, and our ISP provides backup, for a
total of four.  InterNIC requires at least two, preferably (but no longer
required) on separate networks - in case one goes down.  Without DNS, one
cannot perform IP Address to Host Name/Host Name to IP Address resolution.

In your case, if you have BIND running on a 3000, great.  NT comes with DNS
as well, which can be set up as secondary, and take zone transfers from your
3000.
