I would recommend that he consult with his doctor about working with a
speech-language pathologist.  There are devices and programs to facilitate
communications.  Ranging from requiring finger pointing responses to light
sensing  device that tracks the head movement for pointing and eyeblinks
for choice indication.
 
These require various levels of training and cost.
 
I like you, know of no Internet newsgroups for speech problems.
