If you talking about standard "resolving" - then DNS is your best answer.
BIND/iX exists in FREEWARE mode (but not for the feint of heart).  The
easiest implementation is to use a HOSTS file (check the docs on your
hardware platform - PC, NT, HP3000, etc) as to where it goes.

This will allow you to enter an IP, and perform a "reverse lookop" while
trying to access that computer, and obtain the host name - and vice versa.
