There are two methods available which will allow your job unlimited CPU.
They are:

     1) Use the parameter ;TIME=UNLIM on the job card as follows:

             !JOB jobname,user.acct/pass;OUTCLASS=LP,1;TIME=UNLIM

     2) Change the DEFAULT CPU LIMIT parameter in SYSGEN to 0 (zero).

             :sysgen
              sysgen>misc
              misc>jo cputime=0
              misc>ho
              misc>exit
              sysgen>keep
              sysgen>exit
             :

Now do a START NORECOVERY for this to take effect


Since your job indicates the time=unlimit. Perhaps sysgen has a limit for
cputime.
