Also a new issue in the whole RECOVERY vs. NORECOVERY debate is that I
believe that User Defined Job Queues and their current configurations
are retained after a RECOVERY start but eliminated by a NORECOVERY.
This will probably result in a need for some careful thinking about
the commands in SYSSTART's WARMSTART vs. COOLSTART command lists.
