Having gone from everything written in-house to application software
from vendors, I'd say that what you're running and how many layers of
interpretation it does (ie, is a 4gl involved?) can make a heap of
difference.  The "1m per user plus a chunk for MPE" is if you wrote it
all yourself hand-coded for this application.  The "more memory than you
said" people are using higher-powered tools.  Of course, y'all knew that
after going through the DOS-->Windows transition.
