Update.
It appears as if the vendor might have shipped the wrong UPS serial cable
(p/n 5061-2575).
I think the correct cable p/n is A1358A or A1358AR.

Subject: HP A1353A UPS - UPSUTIL shows "Down/Broken"
Has anyone had this problem with UPSUTIL - shows the state as "Down/Broken"?

I have an A1353A UPS+A1357A battery pack connected to an e3000 A500-200-200
via a HP UPS serial cable (p/n 5061-2575).
I have checked the configuration (SYSGEN & NMMGR). I have also tried
another serial cable and even swapped out the A1353A and I am getting the
same result.
SYSGEN:
LDEV: 22 DEVNAME: OUTDEV: 22 MODE: JAID
ID: HPUPS RSIZE: 40 DEVTYPE: TERM
PATH: 0/0/4/1.2 MPETYPE: 16 MPESUBTYPE: 0
CLASS: HPUPSDEV
NMMGR - UPS is configured for ldev 22, 1200 baud and no parity (Data: Y)
