You're apparently using TurboImage user logging, this is a failure to open the
database due to a suspension of the logging process attached to this database.
You may need to just (re)start the appropriate logging process.  If the process
was stopped in the middle of a cycle and won't restart, chances are that  if you
didn't do a :CHANGELOG before the :LOG x, STOP command, the stop record may have
filled the current log file, and a restart record cannot be written to the file.
