Hmm...I was able to do that with WinCIM 2.x, with no problems.
Check the "Enable Winsock" (?) on your WinCIM 2.x "Settings" (?) menu
(sorry, that's from memory)

I ran Netscape that way, while simultaneously using the ordinary CIS stuff.
