Under the current 2-term policy, the incumbent president has a terrific
money raising advantage over his/her election opponent. This advantage
would disappear under a 1-term policy.

Not really.  If the vice-president would run and have the support of
president, the advantage would still exist.  Whoever the president
endorsed would have this advantage.  The advantage might not be as
big, but still could be pretty big, depending onthe circumstances.
