I restart the system.
I Interrupt the BOOT process
I select interact with IPL
I insert the CSLT into the DDS drive
I select ISL> BOOT ALT
I interrupt the BOOT process again
I select interact with IPL
I type ISL>INSTALL

. . .
I see this

Initialise memory manager completed
Beginning install


And then I see nothing else.  No activity on the DDS (left hand light
solid green) no additional output to the console.

How long is this supposed to take or has something gone terribly wrong
already and nothing is ever going to happen?  Fortunately this is a
backup system and nothing too bad can happen, yet.
