AFAIK, the DoL's permission isn't required for layoffs. And apparently
there's no requirement that layoffs be publicized, since IBM, Cisco, and
Apple have had "stealth" layoffs.
Professional people in the computer field, and those people whose jobs
are IT-enabled will become an endangered species shortly, thanks to
offshore outsourcing, where employers move THEIR jobs to India, Russia,
China, etc...
