<soapbox alert>
We have had some discussion on the '3000-L about how to attract and keep
good employees.    It sounds like your system is underpowered all around.
In the late 90's only programmer drones wouldn't chafe at those conditions.
  It seems to me to be penny wise and pound foolish to have to constantly
run your system so near (I'd say over) it's performance limits.  Such
situations speak to me either of financial distress or incompetent
management.   The message gets "heard" by every user every time they log
on.
