Hmmm. It should also have worked with JDK 1.2.2 but JDK 1.3 is fine, too.

It's a while since I last tried it, but I seem to recall that I simply
dropped a copy of /SYS/JDBC/DRIVERJ into Tomcat's lib directory (where
all the other .jar files are), renaming it imagesql.jar or allbase.jar
and Tomcat seemed to "automagically notice it" during startup.
Again... It's a while, so I might recall incorrectly... And at the time
of my experiments I definitely did not use JDK 1.3 (in case that should
be a JDK specific issue).
