Actually, security bulletins are available at no charge to customers whether
they have System Support contracts or not.  The General Release of MPE/iX 5.0
is available as a purchasable product to customers without System Support
contracts.  In the case of this security notification, customers without
System Support contracts can order the security patches at no charge.  The
Security Bulletins describe this process.  We have also put quite a bit of
effort into spreading the word about the HP SupportLine Security Bulletin
service in an attempt to reach our customers who don't have System Support
contracts.
