If you need to change the dates on CICAT.PUB.SYS, another option exists.
Go into the shell an touch CICAT.PUB.SYS. That will set the dates to 
today.

The error is actually coming from Vesoft's MPEX.

MPEX has some logic to incorporate into its help facility the MPE/iX help 
file.  It uses the create or modify date of some file in PUB.SYS as an 
indication that the OS has been updated and as a signal to re-index the 
MPE help file. MPEX compares the dates of 'MPEX20.HELP.VESOFT', 
'SECURITY.HELP.VESOFT', and 'VEAUDIT.HELP.VESOFT' (depending on which 
products you have purchased) to 'CICAT.PUB.SYS'.  If the reported error is 

being issued every time you go into MPEX it is likely that CICAT's dates 
are wrong.

If you'd perform a 'listf cicat.pub.sys,3' command you'll see that the 
dates for that file have somehow been set to some future date.  Issue the 
following commands (in the SYS account from within MPEX) to reset the 
file's dates:

copy cicat.pub, tmpcicat
copy tmpcicat,cicat.pub;dev=1;yes
yespurge tmpcicat

If for some reason the 'VESOFT' files are the ones with the erroneous 
dates then those dates would need to be adjusted.
