If a user has (or has hacked for him/herself) PM capability, then a
priority outside the normal range for the queue can be done very simply
on the RUN command:
 
  RUN APROG.AGROUP.ANACCT;PRI=180
 
But this usually shows up in Glance as being in the BS queue, so I am
not sure this is how your situation occurred.
