It's not clear how you re-installed your OS, but if you change the
RIN counts in sysgen, you must do an UPDATE from tape for the change
to take place--a START from disc won't work.  At least that's what
was necessary several years ago when I last had to increase the
configured RIN count.  Since the RINS count is a total of all 3 RIN
types (FILE, LOCAL, GLOBAL), you need to be sure that (RINS-GRINS)
leaves enough entries for FILE and LOCAL RINS. Also, if you try to
run several processes in the same JOB/SESSION that are all allocating
LOCAL RINS for whatever reason, a process that has acquired LRINS
must release them before the another process can acquire ANY; so if
there's been any change to your JCL which might allow something like
this to happen, you'll need to put it back like it was when it was
working.  LOCAL RINS are a JOB/SESSION resource and have to be
managed according to the rules (See GETLOCRIN and FREELOCRIN in the
Intrinsics Manual).
