I have done this with RL's and I may have done it with XL's. What we
did was list the RL more than once in the LINK command. For example, if
A calls B which calls C. A and C are in RLA and B is in RLB. Then LINK
with:
RL=A,B,A
I have no idea if it will work with the NL (probably not). But
conceptually you should be able to get to work on all XL's.

do sounds to be a bit against the conventions... program->user XLs->
system XL->system NL. I'm not 100% sure about XL's but at least I
know
for sure that no code in system NL should call 'outbound' to any XL.
System XL may be a special case as well. I would try reversing the
order... put the system XL as the last library on your link list.
