Since the PSI card is configured in NMMGR, you should be able to find
the link name (either in NMMGR or in your network startup -- look in
your SYSSTART file for starters) and then do:

NETCONTROL STOP;NET=PSILAN   <-- Assumes the link name is PSILAN
NETCONTROL START;NET=PSILAN      Use whatever yours is named!!
