Not only time constraints, but I think there are a couple of other
major factors:
 
MPE is easier to use than it was 5 or 10 years ago, and most of us have
additional non-3000 duties competing for our time.  These combine to reduce
the importance of 3000 conferences somewhat.
 
Also, forums like HP3000-L / comp.sys.hp.mpe reduce the need for attending
a conference, as much of the user-user interaction is done on the net.
