I would agree with Bill's comments.

Ted, could you please give me the following details so that I can help
you out:

1. What version of MPE/iX you are running?

2. Is the machine booted from Stage? If so does the stage has START &
NL files? You can get this info by running STAGEMAN, you will find
stageman> prompt, then issue the command 'list <stagename>;files',
this will list all the files which are there in the staging area.

3. What version of Patch/iX you are running? (you can get the version
by running 'PATCHIX VERSION'.
