Try to check things one at a time, so you have a process of elimination.

Taking it that you're going to have the disc and tape internal, make sure you
have a scsi terminator on the scsi connection on the MIO board for the one to
the outside of the box.

Then without the disc connected to the scsi cable, have only your tape connected
and try to boot to the ISL> prompt by doing a boot from tape. If you get the
ISL> prompt do ODE RUN MAPPER and see what output it has. This will verify
several things for you: 1) the box will boot to an ISL> prompt; 2) the scsi id
of the tape; 3) that your internal scsi interface appears to be working okay
and probably isn't part of the problem; 4) that your internal cable appears to
be okay and not part of the problem.

Then, since you mentioned you still have the old ST19171N available, connect it
and do the tape IPL again, and do ODE RUN MAPPER at the ISL> prompt and verify
the output (looking for each device having the correct scsi id).

At this point if everything is working properly you've verified the box will
work correctly and have identified the point of failure is the Fujitsu drive.
It normally won't be the last device on the scsi cable (the tape usually is) so
I wouldn't set the pins to 'force termination' but it should be set to 'force
single ended'. Do you have a pc with a scsi-se adapter card installed so you
can verify if this drive operates at all? I've found if I have problems getting
a box (HP3000) to recognize an se-drive I put in in an old pc with an adaptec
card and use the adaptec utilities to diagnose the drive. If the drive is
working it usually has to be low level formatted before it can be used with the
3000 (the sector sizes are different in the 3000 vs pc's so it has to be
"factory reset" before it will work with the 3000).

If you can or if you have a friend that can using the adaptec card verification
process I'd verify externally from the 3000 that the drive works. I'd also
check the sellers listing (you got this on ebay, correct?) and see what their
doa policy is about returns - sounds like it just may be a dead drive.
