If a user or cracker or whatever can get to this point, it's probably not
much different than having them get PM capability and going into DEBUG and
calling for death.   Given the two choices, I'd much rather SHUTDOWN were
easier for them to use.  At least it would (hopefully) shutdown the system
gracefully.
