Yes. What's happening is that the telnet terminal and/or server are not going
through the "normal" negotiation process properly. While the process consists
of only a couple of steps regarding who's going to be doing echo and such, if
the negotiation isn't successfully completed, the server just sits there until
it times out and gives you a prompt anyway.
