Hi Donna :)
     Actually, putting on my auditor hat, the website is technically
serving up a page and therefore would pass the control objective for a
webpage.... (yes... I am being very very devious here)

     Remember, it is all about spin... and a page saying 'Under
Construction' is still a webpage ... haven't we all 'stubbed out' a program
with lots of "pring module name on screen" subroutines?  I actually got a
Prof in college (Hi Fred!!! :) ) to give me a 'B' on an assignment because
he had said that the program had to run without abends.... not that it had
to do anything useful... hehehe   ... he was far more careful on the next
assignment's success criteria :)  BTW.... that was a HP BASIC lab I took in
Freshman Intro to Data Processing... boy how the years fly!

The Board is aware that the website is currently unavailable.  The
Board authorized a service-level upgrade several weeks ago.  That work
is occuring right now.
