This is usually (not always) a permissions problem. The quickest way to
find out is to ":run GZIP.PUB.FREEWARE" from MPE, not from the shell.
The messages there are more informing. If it is permissions, make sure
they're correct. They should be:

If you get a message to the effect that the program size is
not the same as indicated in the LST, then you had a problem
restoring those files - it's best to purge the FREEWARE account
and start again.
