Not really. The first areas where 10 digit dialing was required
were
places like Washington, DC, where you had to dial into different
Utility Commisions' jurisdictions (states) but the you could do
it
without a long distance charge, e, g., area code 202 (DC), part
of
301 (Maryland) and 703 (part of Virginia).
