Is there a relationship between the reachable networks in NMMGR to the TCP/IP addresses to which Apache can receive a request for a URL?

We have a user who is not in the NMMGR configuration who cannot reach our HP e3000 web site and he appears to be within the firewall on our Intranet:

His LAN subnet is not specified to NMMGR.

My action plan is to add him to NMMGR though he does not use NS/VT or Telnet for applications.

It would be useful to know if there is any relationship between the NMMGR configuration and the Web Server.
