OK.  When I boot up here is the message that I get back.  Running DTCCNTRL,
CTL ERROR: Failed to open NMCONFIX.PUB.SYS.  STATUS=16.

Is there a part of the OS that might be missing?

IIRC, NMCONFIX is the currently booted NMCONFIG.  START NORECOVERY should
'create' a new one for you.
