An unfortunate reality for emulator writers :-)

I have a hard time believing the authors of expression evaluation
at HP confused and/or precedence so this would indeed be a bug in
the expression evaluator (not a design feature).
Forever preserved as a bug :-(

An inside source guesses the problem is code added to short circuit
the evaluation added after the original expression evaluation code
was written...

Assuming 'if false and' ... will always be false is a false assumption...
