Three things you can check:
1). Verify that your are in fact logged on as MANAGER.SYS, and your session does have SM capability.
ECHO !HPUSER, !HPACCOUNT
ECHO !HPACCTCAPF
2). Check the JOBSECURITY setting on your system, or refer to the JOBSECURITY help information
HELP JOBSECURITY ALL
3). CONSOLE: It's a fact that if you are logged on to the console then you can ABORT any job/session on the system without having SM capability.
I was under the same impression as you, that MANAGER.SYS would/should be able to abort any job/session. Maybe that has changed since the PASSEXEMPT parm was implemented. TAKE the CONSOLE to your logon LDEV before executing the ABORTJOB command. I just got the same error as MANAGER.SYS, using the ALTJOB command. After taking the console to my logon ldev, the command worked.

I'm configuring a new (to us) system 967sx. I've got
the jsmb job running. Well, the smb-conf file is not
correct. But...
I can't kill the job!! I thought manager.sys could
kill any job. It says

I tried signing on to mgr.samba - same error.
Ok. Now I'm lost.
