How are you seeing this in Glance?  I believe ICS only shows up on the CPU
detail screen these days (it's bundled into "M" for MPE-overhead on all the
bar displays).  I'll assume you're not misinterpreting the "I" bar value as
ICS.

When I try this on an A class box as a test, I don't see anything like what
you're describing.  ICS as indicated by Glance is always 0%-1%.
