This appears to be a bug in in 6.0 Streams (I'm assuming you're on 6.0?). In
the INSTALL.PUB.FREEWARE script, locate the line:

(cd /usr; ${zcatprog} ${src} | ${tarprog} -xopvf -) 2>&6

I've found that removing the 2>&6 from the end of the line appears to work.
I thought I had already fixed this in the script in the GNU files for 6.0 on
Jazz. When did you pick up your download?
