Sorry, I'm so long in responding.  I'm not sure the EFT would work in
our
situation.  My company deals with electronic home arrest monitoring
devices.
Where the people being monitored can help pay for themselves to be
monitored.
This takes the burden off the tax payers.  The refund checks would be in
most
cases refunds for those people who overpaid to be monitored as well as
other
services. These would most likely not be the same clients (politically
correct term
for criminals on our system) every month.
