All the troops now in Iraq were planned to be there since before the war began.  It
takes longer than two weeks to prepare for an army division to deploy.

Indeed, there are fewer troops than planned since the 4th Infantry Division was not
allowed to go through Turkey.  They are just now arriving in Kuwait and won't be in
Iraq for another few weeks.
