        Why not just use a de-editing move.

WORKING-STORAGE SECTION.
01  ASCII-STRING                PIC X(6).
01  EDITED-STRING REDEFINES ASCII-STRING PIC 99,999.
01  NUMERIC-VALUE          PIC S9(9) BINARY.

PROCEDURE DIVISION.


MOVE '12,345' TO ASCII-STRING.
MOVE EDITED-STRING TO NUMERIC-VALUE.

        Numeric value is now the binary equivalent to ascii-string.
