works for us.  This sets both bits 14 and 15 to enable the
four-digit year feature plus make VPLUS look at the
HPSPLITYEAR variable.  Default for HPSPLITYEAR = 50;
you can modify that if you want the "19" and "20" prefix
change to take place at another YY break point....
