The CALC command will do base conversion but doesn't do code translation.
SUPRTOOL has some ASCII-EBCDIC conversion functions, so perhaps you could
use that along with the CALC command to fashion a command file to accomplish
what you want.

Yes, it's called the command interpreter.  Simply use the CALC function.

For instance...

    PUB:calc $ff
    255, $FF, %377
