I believe the game you are talking about is entitled "Empire".  To be sure we
are talking about the same thing, here is the setup screen for the game.

Welcome to the game of Empire.
 
Empire is a continuing world exploration and conquest game.
Up to 255 players manage their respective nations in an attempt
to gain more world power.  Each player starts with meager holdings
but is able to expand their initial territory.  With careful planning
and skillful statesmanship your industrial base will develop
enabling you to build artillery, aircraft and naval shipping.
With ships, you can explore the world and spread your population
far and wide.
 
The game requires data files which, in the case of large games,
can take quite a bit of CPU and wall time to construct.
 
Do you wish to create a new game (Y)? y
 
Empire has several default settings which establish the basic
size and duration of the game.  Your choices are:
 
  1. FAST
     This is a good skill development level for several players
     who have developed a basic understanding of the game.
     The world is 399 X 399 with 20 islands.  Land time accumulates
     at the rate of 100 per day.  The game will last 7 weeks.
 
  2. MEDIUM
     This game moves at about twice the speed of the FULL game
     but lasts half as long.  The world is 599 X 599 with 99 islands.
     Land time is 200 per week and the game should last 10 weeks.
 
  3. FULL
     This selection is designed for a large group of seasoned
     players.  Generally played once a year, this game lasts
     20 weeks and is played on a 999 X 999 world with 255 islands.
     Time accumulates very slowly with only 100 land time units
     per week.
 
  4. TEST/LEARNING
     This is an excellent setting for learning players.  Time
     accumulates at a break neck pace (1 time unit per minute)
     providing ample opportunity for experiments.  The world is
     299 X 299 with only 10 islands.  If played to completion
     the game would last about a month.
 
  0. EXIT
     After reviewing these options, you may have developed
     cold feet.  Empire is designed for the hard core computer
     game enthusiast.  To quit, enter zero.
