VOLUTIL's NEWSET command is the way to go.  Remember to set transient and
permanent both to 100 (unless you want to reserve some of the disk
space.)  Adding the set in SYSGEN is used for INSTALLs.
 
The BULDACCT utility is great for creating the accounting structure on
the new volume set.  (Try the "acctname%VSACCT=setname" parameter)
